Public sector usability guidelines

The National Cancer Institute (NCI) in the U.S. Department of Health and Human Services has published a set of comprehensive web design and usability guidelines. It's a large a 128 page, 39.2MB .pdf book (which raises some usability issues itself), but it does contain a lot of useful information.
